There was a limited number of these printed and all have been purchased. I think they are for doing a re-run in the near future and these will again be issued on a first come first served basis.
If you look on The Northern Bank web site you might be able to download an order form.

The notes you refer to are issued by one of the Northern Irish banks. Very unlikely that you'll get one in mainland Britain. Why not try on the internet and visit the northern irish banks web sites.
