I would say yes although I have personal experience that while working for a major retail chain, the issue was never enforced. I no longer work for the company but had I had an incident where I fell out, that scares the you know what outta me. Kinda scary

For your own safety HELL YA! Most will have a place to attach it to, NEVER hook yourself to an external thing. Legally you also have to most everywhere. Check your local bi-laws to make sure you're up to code, or it should have been covered in your safety course.
