They’re illegal in the USA, to an extent. You can't build a car or any equipment that uses it, but you can buy it at very highly taxed prices if you have an old car that needs it. It used to cost about $1.25/ for a small can, now it's around $30 for the same can.

They make the price really high so you are encouraged to switch to the newer less polluting refrigerant.

Since Mexico didn't tax theirs, a few years ago it was reported that automotive refrigerant containing CFC's was smuggled into the country through Mexico more than drugs!

They've been illegal for ages. Chlorofluorocarbons have been proven by many scientists to deplete the ozone.
