Kirk. He'd pull the Corbamite maneuver, and Picard would be toast. He would never do it though, because it would kill innocent people.

I think it would depend on the Ship. "Kirk" or "Picard" Era Ship, then of course you would give the advantage to the given "era" Captain. Of course one could say both could or are already up to speed on both (Era) types of starship...but that is where experience comes in to play into the particular type/era of starship.

Imagine the best WWII P51-Mustang Pilot of its era and the today's best F22 Fight Pilot. Well, while today's pilot, of course could handle and would love the opportunity to fly the vintage aircraft. I believe the, WWII Pilot with more flight exp, etc would have the upper hand.

However, as I type this, I would believe the Present day pilot would be able implement new techniques...however this could be his down fall, because the techniques may not be adequate for the vintage aircraft...so now as I type this again...for get my rambling thinking as I type...I say again...that I give the edge to the appropriate era pilot/Starship Capt.

However, we are talking about Kirk!!!! Going with my Gut...I say if they go at it 10 times in a "Picard" era starship...I say Kirk snakes out 6 victories to Picard's 4 victories.

As Picard has more experience with more types of ships, he would win. Kirk's success has largely been at bluffing (note the introduction of poker games among the officers on the TNG series). Picard, having practiced this himself with his own crew, would not likely be conned.
