It does melt every spring, and is rebuilt every winter. End of April is when it starts to melt, and at Midsummer (end of June), there are only traces of snow left. Winter season starts in December. When it is rebuilt, the architecture and design themes vary from year to year.

Because it's cold. It does melt when the weather warms up. There is a similar one in Quebec.
