I think a flourescent tube fixture would work best. Not one of those huge 4' ones that are really bright. I mean one of those that are about 2' long and have a softer light (they're generally used for under kitchen cabinets to shine down on the counter.) put the fixture at the top of the glass panel, shining downwards, this will give a softer, more even glow. put up a shield in front of the fixture so it is not visible and glaring to the person behind the bar too.

I think the rope lights would be Great! Especially if you can find some in a cool color that accents your bar color scheme. I'm a sucker for uplighting, but you could just play around with them until you find what looks the best in your setting, as far as where the placement should be:) Hey, I'd give Xmas lights a try too! You probably already have some of those you could experiment with. You could go with all white, solid colors, or multi~~~blinking or not. Have Fun! When is the bar open??LOL

I have seen the rope lights on a glass block bar before it looks really great. I would put them along the top, sides and the bottom. Check out HGTV.com for ideas they have some great info for everything!

I would go shopping for leftover Christmas lights a dollar stores. Get the LED kind because they do not get hot, and they are in general much smaller but a lot brighter, and they draw almost no current thus not adding significantly to your electric bill. You shouldn't need more than a string or so. Perhaps $12-15 dollars.
