Because if you're tan, it gives the impression you've been out in the sun, whether it be to the beach or the pool or whatever, and seems like you've been out having a good time. Being tan also gives a very exotic look to normally plain white skin.

Because, A, that's when the Sun's out!
B, pale-skinned people look better with tans.
C, the having of tans used to be a sign that the person was wealthy enough to be able to lie around, soaking up the rays, and not be indoors having to work, like the rest of us.

It gives the impression that they have nothing they have to do and can afford to lie around getting a tan. In the old days, it was a status symbol for women to have very fair skin. It meant you didn't have to do much of anything outside.
