If you mean empty, as in there is no matter there, then yes, it could. For example if there was a magnetic field nearby. However, if you mean empty, as in there is nothing there (no matter or energy (magnetic fields) then I would so no.
In other words, if an empty space contains a repulsive force, then it isn't empty, is it?

There is a very strong repulsive force in the atom.
Gravity is the force that permeates space but it won"t come in a repulsive form.
It is the weakest force in nature but in some areas it is extremely intense
It seems to run the place pretty well.

if it is in the universe it is not exactly empty. there is gravity and radiant energies so there could be.
in an imaginary place of nothingness out side of the universe there can not be.
i suspect that even in the most distant regions of the universe there are small magnetic forces that you could consider repulsive. of course one mans repulsion is another mans attraction.

There's no such thing as "empty" space. There are lots of molecules around there and "dark matter," which no one knows what dark matter is. There's a LOT of information on this on www.space.com. Search for articles on the subject you're looking for and read up on it.
