percent simply means parts of 100. that means 60/100, which reduces to 6/10, which reduces further to 3/5. A proportion would be 3:5.

60% is the same as 60 over 100 (60/100). Another way of saying that is 60 divided by 100. 60 divided by 100 is .60
... In mathematical reasoning, "of" means multiply...
...So, if you're asking what is 60% of 100 then multiply .60 times 100
(.60 X 100)...this is equal to 60

60/100 is 60% and in a decimal form it's .60. Make sure that when anything is over 100, take the number above it and put the decimal 2 spaces before the last digit.

Hundredths are the same thing as percents.
So 60 hundredths = 60%
Likewise, since percent is the same thing as hundredth,
60% = 60 hundredths = 60/100
You can reduce that fraction to 3/5.

60 over 100 is 60%... if you ever have a fraction over 100 the numerator (top number) is the percent.
