You start in neutral ,then go down for first so you won't be starting in second or third by mistake.it has become an industry standard.

I think Andrews makes a gear set for 4 and 5 speed american trannies with neutral at the bottom. It works out well for the guys that wanna ride a jock shift bike and don't want to learn how it should be done.

DB gave the best answer.
Bikes used to have shift patterns N-1-2-3
But if you weren't paying attention, or lost count of what gear you were in, when down shifting you'd end in neutral. If going around a turn or needed acceleration NOW, it could really mess up your ride thinking you could let out the clutch and keep going.
With the way shift patterns are today (neutral just a half shift between 1 & 2), you'll always be in gear with power to move. Unless you make a mental note to put the transmission in neutral.

In 1973 the Department of Transportation decided that all bikes coming into the US for road use should all shift on the same side and in the same pattern 1n234.....

Because first gear at a stop is harder to push than the other gears (moving) and it's easier to step on the lever than to try pulling it up.

They just do it that way. Wasn't always that way. I had a Kow 750 that had it between 2nd and 3rd. My old Harley has it between 1st and reverse. (tank shift)

It makes it easier to downshift without accidentally going to far and ending up in neutral.
