First, determine your target market and run ads in Shoppers Guide, Thrifty Nickle, etc. directed at that market group. Although it takes a few months for it to start really working, "Word of Mouth" is the absolute best way of advertising for a small business, but you must have a good product and build a good reputation as a business for it to work. So, ask all your customers to tell their friends about your business and maybe develop some sort of a reward system for those customers that refer the most of their friends that actually make purchases. Good Luck!!

How about somewhere you can advertise for free. The only time you pay is when someone actually buys something from you from the website? Or uses a coupon where you set the terms? You do nothing once you fill out the form and send it in, just sit back and wait for the affiliates of the company to pass out and advertise, again at no initial cost to you.

Word of mouth is always the best because it's free as well as you get good publicity. When it comes to spending money your only as good as your last piece of advertizing. Try and see if cold calling or flyer will do the trick for you. If you do flyers make sure that they are professionally done. Make sure that they look good before you pass them out. If you cold call make sure that you write a script and get down what you want to say and practice the script over and over until you know it by heart. You do not want to sound like you are reading when you talk to the people on the phone. These are a couple of low cost ways to advertize your business. If you have more questions email me.

Yes, I do. I help small businesses find their best advertising solutions for their sitations for a living.
There is no pat answer though because it depends on your business, your goals, and your budget.
Figure out who your most likely consumer base is and start there. If you're still dissatisfied or stuck, consider the services of a media buyer or a company like mine that specializes in finding the best solution for the situation. We can often get the medium to discount their rates equal to our fees so that in essense the media where you are placed pays for the service.

With a small ad! (Just kidding!)
Think website, business cards, ad in local paper, word of mouth, etc. If you have something worthwhile to offer and get the word out, customers will find you.

first of all it depends on the type of business.
you can start off by using fliers to advertise, then you could try a opening day sale.
