Its a leap year, but its not january 29, it february. I don't know if you happened to notice that sometimes there are 365 days in a year and sometimes there are 366. There is no february 29, i mean there is but it only comes every four years. for example there wont be feb 29 this 2007 year. but there is gonna be a feb 29 next year (2008).and the next february 29th after 2008 will be in 2012. if the guy was born on february 29 then he is 14, but technically he had his birthday, actual birthday only 3 times, soon to be four, since the actual feb 29 was only 3 times so far. but he is 14, since its been 14 years since his birth. I hope you do understand wat i am saying.

It is called "leap year" and no he is TECHNICALLY and other wise alost 17 years old, not 3 or 4. He has been ALIVE for almost 17 years...he didn't lie dormant for the years that weren't leap years. although most of the time there is no Feb 29, most people born on that date celebrate their birthdays either the day before or the day after. You can't be alive for 17 years and be only 3 or 4...

He was born on February 29 in leap year, not January 29. In that case he is the same age as everyone else born that year, he just celebrates on either February 28 or March 1.

If his birthday were February 29th, that joke might apply. Every four years an extra day is added to the month of February to make up for the time it actually takes for the Earth to make one revolution around the Sun. It is called Leap Year. Our calendar system is six hours off per year as far as this is concerned. Your friend is still as old as he ought to be ... 14 ... but his official birth date occurs only every four years. He otherwise would celebrate it on February 28th on non leap year years.

the leap year comes every 4 years and every four years there is 1 extra day in febuary the 29th so if he was born on that day he would only have a birthday every four years but he really has been alive 14 years but he was born on that leap year day so he has less actual birthdays but he has been alive 14 years

It called the leap yar and technically your birthday is suppose to be once every 4 years but if the 29th doesn't fall that year his birthday is the 28 of Feb. SO someone is pulling your leg.
