You need a BIOS, usually on a floppy which you can use to boot your computer. This ensures that there is nothing running but the BIOS. Then you execute the program that 'flashes' the BIOS. Then you reboot. You do this with great caution. If you have the wrong BIOS, your motherboard can be toast.

You can reset it using the jumpers on the motherboard. There is a jumper with 3 wires near the BIOS chip. Take the jumper shunt off of the two wires it is on, move it over so it covers the other wire instead, then move it back again. This resets the BIOS.
You can also take the jumper shunt off, and short across all three wires with a metal screwdriver blade or key. It serves the same purpose.

Depends on what you mean by reprogram. You can update the BIOS if the manufacture has a newer version or you can enter the BIOS and change the settings.

To enter in the BIOS configuration, you have to press "DEL" when your computer is starting. It's usually written on the screen when you can do it, it's just a few seconds after turning the PC on.
