Depends on what it is: lichen on a tree log, a load of warm dry clothes fresh from the dryer, the deck of the boat as opposed to the part underwater. This is an unsoluble question.

yeah... pretty much everything is... deserts have springs underneath, vagina's are dry on top and wet underneath, and well same goes for the cat box. eww
