I have been checking all the exit signs in the building in which I am I charge of. I push the test switch and the light goes dim, they all work, but the light is very dim. Are these things like emergency ballasts and have a battery that can eventually go bad?

on self contained - when you press the test button they will appear dim do to the test button breaking the line voltage and the DC lamps kicking in. as to replacement of the batteries - if they won't run the lamps for 90 minutes its time to change the batteries. check local codes for adoption of 2006 IECC prior to replacing batteries incase of need of upgrading to code.

One of the lamps could be bad.

It won't look dim when the lights are out.

There are small batteries in them that plug in, inside the sign itself. Maybe the battery is going bad or loose connection, not keeping it charged.
