I don't know exactly what new law you're referring to but I wouldn't think that you'd need a passport to travel within the United States. Should you travel outside of the United States, you'd definitely need a passport, specially nowadays. As far as travelling out here to California no, just your ID perhaps. You don't need a passport for interstate travel. You only need it if you leave the country. And even under the new law, you can still visit American territories like Puerto Rico, the Virgin Islands, American Samoa and Guam without a passport because they're considered American soil.
