Well, makeup made for ethnic skin types is usually *super* bright, but -believe it or not- the makeup Hot Topic carries is neon too. Good assortment of colors too.

M.A.C. --be warned, it's expensive, but that's because they use a lot of pigment in each product. It's quality stuff that REALLY shows up without having to put a lot of layers on. I have a couple things from there that are my favorites of all my makeup.
