Neither is better or worse. They both follow the law as best they can and sometimes screw it up. Most large companies are the same way. You can blame this on tons an tons of government regulations that all business even small ones have to follow. You're more apt to find that small family business actually violate the law more frequently since they don't have huge legal and compliance staffs to watch out for this stuff.

Based on observation, Target appears to be the better clean and neat one. WalMart looks drab and not only that, the people do not appear as happy as the Target employees.
Also, you really dont hear negative news about Target as you do of WalMart.

They both want to eliminate the jobs if they can. This is because they want to save their money. Would n't you?
Don't you think it is good that they exist so thousands and thousands of unskilled people can make a living rather than becoming homeless or desperate?
I know of so many college graduates working there because they either did not select a good field or are out of touch with the current situation of fast-paced employers or simply do not know their field at all.
In any case both the chains are good for them mostly.

Target seems to pay their employees a better rate. So I would say Target is better than Wal-mart.

Hello
Target is much better than wall mart. Because of many unfair labor fines etc.,Oregon is not very fond of them. They have been stopped on more than one occasion, they have been most unfair
to labor.
