For something about a specific game, sometimes the game studio will have information, or have links to a board or fan site (lionhead did for Fable as I recall, so check out bungies website).
And if you arent looking for something too terribly offical/structured, as another poster said you can always search for 'halo fan club' or similar. There are also boards you could as on on gamefaqs or gamespot.

Your best place to check for information is wikipedia! Although I usually do not like using this website they offer a lot of information about the Halo games. There are also books on the game that I would recommend if you are a big fan! Halo: The Fall of Reach is a great book about how the Spartan project began and how master chief became who he is today. It also tells the story of how the war began between the humans and covenant! If you do not want to read the books just type the title in wikipedia and you will get the story in a nutshell. The other books are Halo: The Flood, Halo: First Strike, and Halo: The Ghost of Onyx!
