Sure. They usually require some kind of note.
It also depends on what the "emergency" is. Lots of people think they're much more important than they really are. It's one thing to ask to be excused because someone is dying or has died. It's another for a family vacation.
There's really not much to excuse from though. If it's a public school, well, they're not going to give your spot away. It's just more of a matter of organizing how to get your assignments to you so you can do them over there. If you don't bother figuring that out, well it's your fault for failing the class. But you'll still be able to come back and repeat.

Family emergencies are excusable absences. if you call leaving to another country because you are running from the man(police/law) then that is no emergency

If it's an emergency, like a death in the family, then they should do so and, if they don't, parents should appeal to the school board/education board. But things like assigning homework so the child won't fall behind is on the teacher's discretion. Some teachers are understanding and will help support parents while you get others who can't be bothered. If parents aren't given additional homework to take for their child, they should try to get hold of the textbooks and take it with them so their son/daughter could do a few pages while they're away.

They can.... but they won't.
Especially if you're in public school. They get paid eveyday you are there.
You need an "Independant Study" where the teachers give you work to do while you're away for a period of time. Usually a week or two. And the school still gets money as if you were there.

I always thought unexcused absences where when you did not warn them of an absence. I do not see how this would be unexcused.
