Who has the authority to attest photocopies in the UK?

I want someone to attest some photocopies of originals. I have heard that a graduate can also attest. Is that right?

It will be solicitors, notary publics, recognised public bodies could aswell. Most people go the first 2. I never heard that a graduate good attest, people in professions, can do certain things, which non professionals cant do.
