There are several schools of thought on this, but most believe it is a combination of nature and nurture - that is, some people have a genetic tendency to be attracted to the same sex, which is reinforced by the majority of people being in heterosexual relationships which a growing child will use as their role model.

I have included a link to what looks like a valuable book on the subject - or simply google "born gay" - there is quite a lot of discussion on this subject on the net.
