If you are not allowed to use a calculator u can set it up like this, since u said proportional i'm assuming your doing proportions. U could multiply across 5*120 & 8*75. 5*120=600 & 8*75 also equals 600. So, yes the fractions are proportional.

to determine if they are proportional all you have to do is simplify the terms. 5/8 is as simple as it can get but 75/120 can be simplified. they each have a common factor, 15. 75/15=5 and 120/15=8, so now the new term is 5/8 which is the same thus they are proportional.
