The Beech hedge on my boundary has some dead stumps from a previous owners pruning. Stumps about 3 ins diameter. These stumps have small holes in them which look like Woodworm, can this be so?

no, and the more a hedge is cut back the thicker it grows, i dont know whats causin the holes you have something may have moved in there but its not woodworm and unless the previous owner deliberately (treated) the stumps after cutting them back then they are still alive and will come back
