Specifically as it concerns personality development, I believe that nurture wins out... hands down. The body's chemical levels can be influenced by harsh or neglectful environments. I teach middle school, and have to really wonder if some of my students would have the issues that they do (regarding depression & suicide) if their home environments had been consistantly nurturing.
There is a biological component to everything from intelligence to depression, but kids that are raised in consistant caring environments sure seem to have better coping skills than children that are not.
Please don't think that I am the type of teacher that blames the home for everything... I am not. My community has a really big problem with alcohol and neglect... which in a way supports my arguement. My dad was an alcoholic... I was not raised by him... my home environment was very different. I often wonder where I'd be and what my personal life would be like if I'd grown up with him. Judging by my peers... I'd have a lot of the same issues my students have.

Like you said, both have an impact over you personality, but nurture is the one with the highest impact due to us adapting to our environment.... We have to adapt to our society, our jobs, our family values, our friend's beliefs, our possibilities... then I am sure nurture is the one that makes us change the most.... your genes are just responsible of how you gonna adapt to your environment...

Nurture can change the way you think if you listen to it long enough and nurture is the where we spend most of our life ie society.
