The one brand that comes to mind is Behr, available at HD and I am sure many other places. It is a is an epoxy paint. The concrete must be degreased and etched for best results. Then a primer coat is applied, once dry the epoxy paint is applied with roller or brush. It is avaiable in many colors and is durable if applied correctly. It is the same paint for doing garage or basement floors. I have only used it once on a garage floor in very bad shape. It actually worked out well. Ask any paint department for the exact products for your project.

You can try some paint thinner, or some plain gasoline. Let it soak there a couple of minutes, then I've used a pressure washer....and never had a problem with getting it off. Best of luck to you.

If nothing else has worked, you can actually remove just a bit of the concrete with a wire brush, or wire wheel.
This shouldn't hurt the finish and is cheaper and safer than sandblasting.

Go to WalMart buy Auto Strip it is in a spray can in the Automotive section.... $2.00 ...... spray it on the area and hose off.........that will take anything off .... it strips car paint to the bare metal in about 30 sec.......

try renting a power (pressure) washer first (gas is most powerful)or use concrete etcher -muratic acid

They make products to remove graffiti, but you might have to sandblast.
