A bit of both if you need it for a long time then leaving it one should be alright.
Turning on and off constantly can be bad for the screen.
However leaving a screen on a still image for a long time can "burn" the image onto the screen, and render the screen useless. Always use some kind of screen saver of turn if off for a few mins when leaving the room.

does it go into sleep mode or have a screen saver? if yes, then leave it on. otherwise, turn it off.

every monitor has that problem your best bet is to just stay the course your monitor has been doing it will wear out no matter what.......what i do is wait for pc to shutdown then turn off monitor that way your safe.

keeping it on my cause lamp life to go down...
... but the lcd itself will never die out
