Yes, the girl is still a virgin, because she didn't have vaginal sexual intercourse with a guy. She just experienced masturbation. Besides, the hymen isn't an indicator of virginity. In the technical sense, you are a virgin as your hymen wasn't ruptured or no penile penetration occurred. In the philosophical sense, you have experienced a form of "sex", so no you aren't.
