I think he likes you. Its pretty obvious he just wants to spend time with you but is too shy to call you for a date!

Now let me understand this. You signed up for tutoring lessons and the guy turned out to be a loser, so you told him to "talk to the hand." He counter-offered by saying he would take anything he was offered. You ignored his counter-offer and he then, in a most outrageous manner, called you out of the blue, but didn't leave a message. I say the guy is a heel. No phone etiquette whatsoever. I think you've made yourself perfectly clear to anyone who reads your question. Get a brain.

If you like him, he is making advances. If you don't, he's playing the creep. Be careful. Don't give him the wrong impression that you like him because that's only going to get his juices flowing. If I were you I would break off the whole deal unless you like him. Then stay with the tutoring. Remember it doesn't pay to be nice.

I would not trust any Instructor/tutor that is calling me like that. That is a form of harassment and you should deal with it before it gets out of hand. Tell him before you tell the any legal office.

I think you had better find yourself another tutor. He doesn't sound stable to me, especially if you have flat out told him you can't afford any more sessions.

He may just like you and wants to see you socially but you had better decide if that's what you want.

My guess is that he is looking for more than "tutoring" and hopes you will offer some other form of "payment"

Apparently not. Apparently not clearly enough. How about, "Here's my final decision. I don't want any more tutoring. Please do not contact me about this again." You have to be very direct with some people.

You just answered your own question. You are definitely not communicating clearly with this guy, nor are you communicating very clearly in your question either.
