Well, City of Hero's or City of Villains will allow you to LOOK like a cat, ears, tail, face etc... but as far as actually being a cat, the closest thing would be Everquest or Everquest II. The Kerran race is a race of cats, albeit walking upright cats, but cats none the less.

There aren't many Free MMO's out there that offer a "cat person" race. Though I do believe Shadowbane (Which is now free to play and download) is one that has something that looks cat-like.
