Portland's a cool place. It's a small-sized city, or a large-sized town, basically. It's a fairly hip & liberal place. There are lots of educated people, and hipsters, out-doorsey types and stoners. It's a fairly inexpensive place to live, compared to most cities where you'd want to live. Compared to places like LA, New York City or Boston, places like that, it's practically free to live there. The nice thing is, it's not too congested, or full of traffic, there's not much crime. It's also a place with lots of cool places to hang out and stuff. There's lots of great used bookstores, and bars that are actually cool to hang out in. It's also in a beautiful place -- Oregon is goregous and surrounded by neat mountains and stuff. And you can get really great weed there.
Now, for the downside. The WEATHER SUCKS. It rains for about 8 months non-stop. (Although it has PERFECT WEATHER in the summer) There are definitly more educated people than there are good jobs, so many people take jobs they're overqualified for (although, if you're paying like $400 a month for a decent apartment, it makes this somewhat easier to take...) It's also kind of SLOW. If you're used to NYC, you might find it a bit dull, or perhaps backwards. Also, you said you're a foreigner. Portland is also PRETTY DAMN WHITE. I'm not sure where you're from, or what culture or race you hail from, but don't expect the multi-cultural pallatte that is NYC or LA.
So, like anywhere else, there's good and bad. IF you just want a pleasant city where you can buy a nice house for like 180,000 and you won't get killed, move there.

Look on yahoo yellow pages for companies in your field in Portland. Call and find out if they have openings and if you can fax over your resume and to who's attention. If they don't have an opening ask them if they know someone who does. Follow up with call to person you faxed to in 3-5 days

Oregon has one of the highest unemployment rates in this country so it may not be easy to find a job there. Just something to think about before you decide to move there.

Try a seasonal summer job with the US Forest Service, they will pay you, and even house you, until you can find a permanent job in your field. Lots of jobs, such as firefighting, trails, recreation, etc.
