Considering that FEMA has nothing to do with homeland security, foreign or domestic intelligence or any kind of military action and that $115 million is peanuts when it comes to the federal government, I'd say that FEMA's efforts to rebuild the Superdome (a major source of revenue for New Orleans) has almost no effect on terrorism and it wasn't supposed to anyway.
As for natural disasters, FEMA is not a preventative organization. They respond to emergencies after they happen. Other organizations are responsible for trying to prepare for natural disasters.
By the way, have the billions and billions of dollars that we've spent for the Iraq War reduced the terrorism risk for the US?

we'll never be safe from terrorism when we cant stop unsophisticated illegal immigrants from crossing over and using all are programs that are there to help the people of the USA,Just think what the terrorist could do if they sneak over through Mexico use public aid,food stamps,housing,grants,medical, all out of our pocket,all that money we give away to anyone illegals could do some good for our country and our people,we have to many problems here to try and help every person from Mexico,it sounds crazy but i saw it my self just go to the nearest public aid office and you will see sings that say if your illegal we will still help you
