Hydrogen bonds; they are the strongest intermolecular forces in non-metal compounds and therefore take a lot of energy to be overcome, which is why water is a liquid and not a gas at room tmeperature.

that's hydrogen bonding. stable affinity of an electron pair from an oxygen of a water molecule to an excellent charge of hydrogen of yet another water molecule creates a stable bond.
