White reflects heat better, and keeps the kids cooler. Anyone that has ridden in an old school bus in a hot area or time of year knows what I am talking about.

I recently retired from a Pigments and Coatings Co. here in the U.S. I worked in R&D synthesizing Pigments for their ability to withstand fading, the process is similar to making drugs in the pharmaceuticals industry, I know yellow was always difficult and expensive, however, White, is primarily Titanium Dioxide and cheap, very cheap. My bet is some thrifty accountant asked if the whole bus needs to be painted yellow? The answer was probably No just the sides, imagine almost half the bus is roof and this would be quite the cost savings in the thousands and thousands of busses produced every year.

many of the school buses and other government type vehicles have white rooftop so that they can be easily seen from the air
military have red on the tops
school buses also have very white flashing strobe lights on top
many police have numbers on top
I think that the white tops do have an added benefit that it reflects the sun...

They are painted white to reflect sunlight and keep them cooler. School buses get very warm in the sun.
