I don't think she's asking about geopositional tracking, but whether or not someone can reverse search cellular phone numbers.
Reverse searching cellular phone numbers is harder, because most whitepages databases only list land lines (cellular numbers are portable, so the database would be difficult to maintain). For a nominal fee ($35-$100), there are several investigative sites that can reverse search cellular numbers with a 80% degree of accuracy.
Law enforcement can generally reserver search any number to the name on the account (but that's no guarantee the name on the account is correct).
So, in short, it's a little safer giving out cellular numbers, because it's more difficult for someone to reverse search you. It's also easier to change numbers, should someone get a hold of it and bother you.

Your mobile phone can only be tracked by the police. If they have a mobile phone number they can find out the service provider and get your address from them - but only if you are on a contract, not if you are pay as you go. They can also track where a mobile phone is at a given time but they would only do this in the case of a kidnapping for example when tracing the phone could mean the difference between life and death for someone. They have very strict rules governing this and have to give a very, very good reason for why they have done it so it is very rarely done. Giving your mobile phone number to someone will not enable them to find your address.

Any mobile can be tracked by triangulation. Your mobile, when switched on, is always 'talking' to transmitters. If you send or receive, the position you are in can be worked out by which transmitters were 'talking' to your mobile.

Your phone emits a signal and yes it is trackable. I'd imagine would cost companies to do this so only in extreme circumstances and with police involvement. - thinking missing person scenarios.

yes..theres a site..allegedly where you can input your loved ones mobile..and see where she is.... how long shes there for... but it cant tell you whether shes vertical or horizontal...

People cant but your provider can know where u are i u are calling someone. the tower that is nearest you picks up your signal and by that they can know where u are approximately.
