It has to do with demographics of travellers. Japan is so concentrated with population that it was a no brainer, Paris was always a dream of walt disney to have a park in europe and the french government made it very tempting with concessions. As far as latin america, look at the stability of economies and governments to answer that question

Australia is to close to Tokyo according to some bloggers, so I imagine South America is to close to Florida. And distance encourages travel and economic growth as a result of it.

Because some of their parks outside the US didn't take off as expected. They do major research as to the possible profits in different markets. I would expect that the numbers weren't there for those locations. If there was major money to be made, believe me, they would have done it already.
