The FBI keeps pretty good tabs on the Klan these days, and the author is right, there are more members outside of the South than in the South.
The reason you hear more about any klan activities in the South is sensationalism; it sells more newspapers. Every year at Christmas, the klan in Des Moines tries to put an exhibit on the courthouse lawn, and if you look for it, you'll find the story in some small byline somewhere, but never on the front page, which is where it would be if it happened in the South.
The Klan was very big in the Midwest and parts of the Northeast in the 20's. Malcom X's father was killed by klansmen in Nebraska. The most powerful klan organization ever was in Indiana in the 1920's, where they pretty much controlled the entire state. They were also very strong in New Jersey. In fact, over 400 Klansmen from New Jersey marched in Woodrow Wilson's innauguration parade. It was their high tide, and when they crumbled, they fell hard.
What has really kept them in line since is the ability to go after their money in civil court. All the larger, more active groups were bankrupted this way. The klan is still much bigger in the West and Midwest than in the South.
Racism still exists everywhere; it is not a Southern thing, and it is not a White thing. Pointing the finger of racism at the South is collective projection, and the left-overs of the "treasure of virtue," as Robert Penn Warren labeled it. Some Northern Whites like to pretend they aren't racists because they're not Southern, in the same way some Black people feel they can't be racist because they're not White.
People forget little things like the name of the court case which ended legal segregation, Brown vs. the Topeka Board of Education. That was Topeka, Kansas. Everybody remembers the riots in Alabama and Mississippi, and how Eisenhower sent airborne troops in to force bussing, but nobody remembers the riots in South Boston, where school busses were turned over and burned.
When the author writes that a Black man can't walk safely in a White neighborhood, perhaps he's referring to the beating death of a Black man in Queens in 1986. Some of you might remember that he was beaten to death with a baseball bat.
The Southern Poverty Law Center monitors klan activity, and has a list of known klan groups by state. Go to their web site and read what they have to say. You'll see it's all over the US, and not just in the South.

The problem is that when you talk about the KKK, you're really talking about a number of different organizations with very different goals in different times who all chose to use the same name.
In that sense, you're right - the very first KKK was largely made of former confederate soldiers and wasn't quite the racist organization that various Klans are today. It might even be fair to say that it's goal was mostly about a sort of 'preservation of the south' rather than an oppression of any one group of people... it was just unfortunate that their view of preservation involved the huge black population having no say in events. They were violent almost from the start and the government for the most part destroyed the group within ten years.
The next Klan, it is generally agreed, arose largely from the influence of the very racist movie 'The Birth of a Nation' in 1915... forty years after the destruction of the first Klan. And its goals were very different - more similar to the kind of Klan that's around today. This organization became huge, carpeting the entire nation. Members were drawn from the city as well as the country, all classses, and most Protestant faiths. Some estimate that as much as 20-40% of the adult white male population were members at some points.
This second Klan was as much a money-making venture and political machine as it was anything else. But it was violent too. And because of its heavier racist leanings, it was sympathetic with the Nazis. A bad thing to be in the 1940's. Between 1920 and 1930 their estimated membership went from millions to thousands.
Later Klans were formed around their lack of political influence, frequent infiltration by the FBI, and defense against frequent civil lawsuits. They have only their core of hate and intolerance left. Some are viewed as terrorist organizations by the government, while others have transformed into more political groups that promote their ideas but do not engage in violence so much. This has been so fractious that there can't be said to be one Klan any more... there are dozens, if not hundreds.
But it does bear mention that many of the largest Klans in existance today are strongest in the south. One that claims to be the largest is based in Arkansas.
Still, you are right in another respect - all racist people are not in the Klan. So there is really no reason to believe that distrubution of Klan organizations has anything to do with distribution of racists in the country. Given the social consequences of racism, however, few people will openly admit to it. So I'd be surprised if anyone really had a good idea where they were all located.

I question some of your figures, and I dispute fully your statement that a black man can't walk in a white neighborhood in the north without being murdered.
But I do agree that the South has a bad rap about being racsist and discrimanatory towards blacks. In the South, blacks and whites have lived together among each other since the land was first settled- i'm not saying theres never any problems, but it is blown out of proportion that southernors are more racists than northerners.
As for the klan, those guys need to get a life and get involved in something worthwhile. They are dead wrong to be in the klan- that is a bunch of baloney.

Yes, there's racism throughout the country, but in general it's worse in the South.
I used to live in Florence, South Carolina, and as an Asian I couldn't go anywhere without being confronted, insulted, or stared at. I was bullied and chastised in school for it. Just going to the supermarket once led to a woman yelling that I didn't "belong." This came from whites and blacks (aka everyone else).
Now, I'm in New Jersey, which is the country's most diverse state. There is racism but much less of it. Living in the South taught me a lot about myself and how painful racism is, since I was so young (3rd through 5th grade). I'm so much better at dealing with it (and spotting it), but frankly, I shouldn't have to anyway. This year, I only applied to colleges in the North.
