1.) -9.45=-9 and 9/20= -9 9/20 or (as improper fraction; I prefer) -189/20
2.) 0.40=0.4=4/10=2/5

When converting decimals to fractions put the decimal over 10, 100, 1000, etc. matching the number of places after the decimal. Keep the whole numbers separate. And don't forget to reduce:

PROBLEM 1:

-9 and 0.45
-9 and 45/100
-9 and 9/20
-9 9/20

PROBLEM 2:

0.40
40 / 100
4 / 10
2/5

To me, simplest form would be
-945/100 and 4/10

However, I suspect you want fractions where the numerator and denominator are "relatively prime" (i.e., they do not share any common divisor)

-945 = -3*3*3*5*7
100 = 2*2*5*5
(Only one 5 cancels out, leaving:)
-189 = -3*3*3*7
20 = 2*2*5

-189/20 = -(9 + 9/20)

4/10 = (2*2)/(2*5) = 2/5
