Ive written quite alot of ideas and situations for a sitcom and I beleive that if these ideas are put across the right way this sitcom could be great. The problem is that some of there ideas would require a laughtrack to make some of these monemts great. But some of these ideas wont be funny if there is a laughtrack. Take a moment to undersatand what ive just said as I dont think it made sense and PLEASE HELP ME?????????????????????

You don't really need a laughtrack. Scrubs is one of the most brilliant sitcoms out there and they don't use one.
The central idea is to take an almost insignificant part of life and have the characters completely over react to it, or mess up an incredibly simple task so badly that the more they try to correct the situation, it just ends up making it worse.

If these funny situations needed support with a laughtrack chances are they might not be incredibly funny on their own. I cant tell of course I dont know what they r about. U might wanna review them or do some alterations.

Well, sounds like you need to write two sitcoms, one that suits a laughter soundtrack and one that doesn't - can't see any other way round it really. Can you explain why you think some of your scenes would benefit a laughter track? Wouldn't people realise it was funny unless they were prompted to laugh (I'm not being rude here, I'm just puzzled). Keep at it though, I admire anyone who can complete their writing.
