My wife complained about the same thing with our first and last child. First was in a Virginia winter and the last we were in the interior of Alaska.
I bought her some nursing pads that fit in her bra. They are for lactating mothers, they absorb any leakage and keep the nipple area from becoming chapped and sore.
She said they helped a lot. The added insulation seemed to help her be warmer and more comfortable.
I know, I'm a guy and what do I know. But it worked once. And BTW, no law says you can only use one per breast. I.E. if one helps some, two may work even better.
Good luck and congratulations on the baby.

Totally normal. Especially towards the end of pregnancy, your nipples will be extremely sensitive. If you just can't take it or it gets worse, then talk to your OBGYN. But I didn't even like wearing a bra, it rubbed up against me all day and it kind of hurt. Try nursing pads in your bra, they may help a bit. They're still going to be up against your breast, but they are a different material than just your bra. Can't really explain it, but they helped me.

Your breasts are probably preparing for milk production for your child. If you have concerns about your body, please consult your doctor.
