I fix people's computers on the side (upgrades, repair, spyware/virus removal, etc.). How much should I be charging? Should I charge per hour, or should I charge a flat rate?

I can fix whatever problem they are having 98% of the time, so I am very good at it. I also went to school for this.

Where we work, the company that works on our server/computers charge $99 per hour. I wouldn't reccomend charging that much since you aren't insured and you don't have the guarantee of a business backing you. If I were you, I would charge about $40 an hour and depending if you have to travel to their house, I would charge a service charge.

I would charge per hour depending on the severity of the work.

Easy-$15/hour
Moderate-$30/hour
Hard-$45/hour

I would also charge a few bucks extra if you had to install software. God Bless.
