I think the motion of the ocean is much more important than the length of the sword.

a little (or not little) of both. if you have a tadpole and there is a storm in the ocean that tadpole will be lost regardless. if you have a whale and the ocean is calm, well that can be bad. if you are a little smaller than average, that motion can help, but if all you are relying on is the motion then you may be in for some trouble. and if you are on the larger size if you do not know how to move it you may hurt someone and that is never good.
