At three weeks old, unless you are an experienced rabbit breeder or have a helpful breeder nearby, you won't be able to identify the sex at this age. Sometimes even for myself as a long time rabbit raiser, identifying sex at this early age can be difficult since they are still developing their sex organs. A male will not develop their testicles until about 3-4 months.
For an experianced breeder, by 6 weeks old we know what they are. At this age, they can be weaned from mom if they are eating and drinking well on their own. Keep them seperated from mom for a couple weeks before placing them into a new home. This is a very fragile time for babies. Their digestive system can be easily upset leading to death if not properly observed for health during this time frame.
The only paperwork you want to hand out is what you want to hand out. A responsible breeder/seller of rabbits will offer information to their buyer. Being responsible as the seller to ensure you place these rabbits in loving homes and not ones that will be jumping into this and end up abandoning the rabbit is what is best for the rabbit.
Give people the birthdate if they want it. If you know the breed (if purebred), tell them that if they want to know. Identify the colors of the babies. Give them referance links or books of information.

See the site linked below. Apparently you can tell male from female by the time they're 3 weeks old.
As far as paperwork for getting them adopted, I don't really know but I don't think there would be.
EDIT: See the second link for tips on selling rabbits. It doesn't mention any sort of "official" paperwork that needs to be done, but it does give good suggestions such as giving the new owners a Care Sheet among other things.

The Demarck Rabbit Education Resource link on rabbit sexing is useful for showing how to hold the rabbit, but the picture quality isn't that good.
In young rabbits, when you pull back the skin of the urethra, the only difference between male and female is the shape of the hole. In males, the hole is round and sticks up, and might be pointed at the front. In females, the hole is more of a slit, with no point, it doesn't stick up, and it extends farther back toward the tail.
Keep trying every few weeks as you're waiting to sell them, in case you made a mistake. Until you're experienced, it's very hard to tell, and even then, they can surprise you.

it is very hard to deter min the sex of your baby bunny. wait until about a couple of months to determin the sex. i have a bunny and at first it was hard to see weather it was a male or female. As soon as my bunny started getting older i noticed that he was a boy!

telling the sex is really alot easier than you think but you need to wait alittle longer, just like dogs and cats wait until they are about 8 weeks old before you send them out to other families if hard food is there they will eat when they are ready. to sex them at 8 weeks just grab them under their front legs and kind of set them up(like they are setting on their bottoms). Sit the animal on your lap and look at the genitals. In males, the genital opening is round and flanked by the testes. The genital opening of the female is slit-like.

give it a couple more weeks and you will be able to tell and then they will be ready to go by 5 or 6 weeks or as soon as tell start eating food
