While in safe mode go to Start>Run>and type in msconfig and hit enter. This will open the system configuration utility. Something is loading when your computer starts and its causing problems.

Click on the startup tab and you will see a listing of every program that starts each time you boot up. Uncheck everything except those program files that are related to your antivirus or firewall programs. As a safe step disconnect your computer from your modem until you get this all straightened out.

Once you have done this you should be able to reboot without freezing. If your firewall and antivirus are working fine you can reconnect your modem.

Download the following programs and install and run them in safe mode.
Spybot http://www.spybot.com
Adaware http://www.download.com/Ad-Aware-SE-Personal-Edition/3000-8022_4-10045910.html?part=dl-ad-aware&subj=dl&tag=top5
CWShredder http://www.intermute.com/spysubtract/cwshredder_download.html

Restart your computer and see if it's fixed.

Sounds like some type of a spyware. It is been prevented from loading when you are in Safe Mode (That is what safe mode does). Download and run both Skybot Seek&Destroy and Ad-Aware SE Personal. Both free at http://download.com.

Hopefully they will find and clean the problem.

Try Running your computer in safe mode, don't open the internet then shut down.

This gives the computer a chance to register the settings.

I agree With Freemen. The problem is due to excessive startup programs and services. so remove startup programs by runing msconfig.
if da normal mode still freezes up then there is some services which are creating problems. Try to get someone who knos a bit of services to stop startup services from your comp.

looks like you got spyware or virus. In save mode just windows stuff and drivers are loaded. In normal all other loaded and some thing block or modify your connection setting.

Hi. Download and run some free programs to find and get rid of any nasty programs. AdAware, Spybot, and AVG free are some good choices.

How old is the computer?

Go to your manufacturer's web site and look for known freezeup problems, especially look for video driver problems or updates.
