It depends on what you're looking for. North Carolina is one of the most politically liberal Southern states, though that doesn't exactly make it liberal compared to the rest of the country. If you decide on NC, I would go for a private school. Public schools are kind of hit-or-miss around here. In-state college tuition will save you a bundle though, and there are a lot of great Universities around here - UNC-Chapel Hill, Duke, Wake Forest, NC State, NC Central, and Shaw, just to name a few.

I live near Chapel Hill and I love it. It's an artsy community and lots of great companies that will set you up in fruitful careers.

I don't know anything about Austin, but I don't think NC is a bad choice at all.

Austin, if you can stand the hippies and the enviro-wackos. North of Austin is Round Rock (home of Dell Computer) and more conservative. I've been to the Raleigh-Durham area and it was a very nice, SMALL place to visit, but they also have Chapel Hill... brrrrrr.

They both are known for having great academic institutions. If you happen to be a fan of music, Austin will seem to be more happening to you. I believe weather wise Austin has more hot days than Raleigh. I all comes down to your personal preferences but they both are great places to be.

It really depends on what you want your kids to be exposed to. Austin is the most liberal city in Texas and Raleigh is actually one of the more conservative cities, but that is your call.
