i have seen many sites where you can buy weed from is it really legal?

Seeds aren't legal? No part of the marijuana plant is legal in the US and sending it through the mail is basically considered interstate drug dealing which can be a federal felony. Companies don't usually ship pot seeds in/to the US because of that. You might be talking about hemp, but I don't believe that's legal in Arkansas either. He'd have to check the state laws but I think you need to be involved in some sort of study or special farming program to grow it there. But hemp wouldn't get him high or anything, so most likely it'd be kind of pointless? Unless he wants to start a hemp fiber business or something, in which case he should call the department of agriculture and get some advice.

Unfortunately, if you live in a country where it's illegal, when the drug is shipped to you, it may not be the mailman knocking at your door, it may be the feds.
I've read articles where they have their dogs sniff packages and they open suspicious ones. if whatever is in there is illegal in the US then they disguise themselves as postal workers and see if you take the package. Good luck to you if you do because you'll be arrested within a few short minutes.
