click Start --> Run. type regedit or regedt32. Click OK. This will open registry editor. Be very careful what you change. I would even make a backup copy of this file before you begin. Go to the file menu in either program to access this.

If you are running windows simply click start, then run and type regedit
be careful if you are deleting entries from there.

If you don't know how to edit it, don't;; you can corrupt it and prevent windows from running.
