It is filmed in black and white because that is the artistic statement steven spielberg wanted to make. It also makes the film more surreal. It also aids in the symbolism and shock value spielberg uses throughout the film, such as using bright red for blood when jews die at times through out the movie. It is a powerful statement when there are bright red pools of blood when jews are executed against an all black and white background.

The point of the film is depict the Holocaust in an unblinking, explicit fashion. I'm sure that Steven Spielburg wanted to portray such a serious event in a deeply serious way. Color might have taken away from that message. Black and white made it seem more realistic, like you were watching video footage of it happening.
