Definitely go to your boss.
Put yourself in their position. If something happens where supplies are not received for what ever reason and your boss is blind-sided by it, it will not look good for them or you.
Bottom line: The fax machine needs to be fixed. You do it and if you have to have your bosses permission you will have to tell him about the problem anyway.

Let your boss know about the fax machine but also say that you are having to create alternative methods to complete your work and that you are frustrated because it takes time and costs the company money.
