It sounds like a good idea, but who says they are going to win the Super Bowl. Do you know something nobody else does?

NO. the saints will not win the super bowl that's for DA BEARS!!!
Answer two , though:
The owner of the saints signed an agreement with New Orleans Parrish to remain i New Orleans in exchange for the financing of the super dome. that contract doesn't expire for another five or so years and , the owner if he leaves must pay a (i think) 200 million dollar buy out , his share of the super dome loan , adjusted to the 1970's.
Not Likely he's leaving without help. Also the departure of the Saints , with the Hornets set to return would give the NFL an unnecessary black eye in New Orleans, Rodger Goodell probably wont go for that.

yes they also got help from FEMA.
http://www.nfl.com/news/story/9676249
" The Federal Emergency Management Agency paid for $115 million worth of repairs. The state put up $13 million, as required by FEMA. The Louisiana Stadium & Expedition District refinanced a bond package used for other sports facilities in the area to secure $41 million, and the NFL contributed a $15 million grant.
Total: $184 million. "
good to know they are putting money on the important things and putting possible terrorist attacks and natural disasters second.
